The purpose of Scottish Rugby’s policy in respect of the activities of Agents and other Approved Intermediaries is to help ensure a minimum level of standard and quality control in respect of such activities. This reflected through compliance with Scottish Domestic Regulation 5 : Agents and Intermediaries (SDR 5).

From 1 April 2025 new requirements of the Protection of Vulnerable Groups (PVG) legislation came into force in Scotland. These changes (amongst other things) require that – by 1 July 2025 – those undertaking a ‘regulated role‘ MUST be member of the PVG scheme.
Under the change, being a sports agent becomes a regulated role, and sports agents who deal with children (under 18s) and represent children in future recruitment, training or employment with sports clubs or other organisations are undertaking regulated role activities.
This means that individuals who carry out such activities require to be a member of the PVG scheme in order to comply with their legal obligations.
World Rugby Regulation
Scottish Rugby is obliged to comply with those Regulations Relation to the Game issued by World Rugby. World Rugby has issued a specific Regulation with respect to the regulation of the activities of rugby agents (WR Reg.5 : Agents).
SDR 5 : Agents and Intermediaries
In compliance with WR Reg. 5, Scottish Rugby has issued its own domestic regulation in respect of those acting on behalf of players, coaches and other rugby related personnel.
